Ok, I'll get explicit, strictly for "educational" purposes. The origin of the term, and probably the reference as used here, is a Scottish nursery rhyme --where Wee Willie Winkie is something like The Sandman. However, both "willie" and "winkie" are slang terms for penis. So when Bill Clinton was president and referred to as "Slick Willie" the nickname had a double (or even greater) meaning. Winkie country is also the land ruled over by the Wicked Witch of the West in the Wizard of Oz.
